1) 업무흐름(프로세스)
(총괄부서) 총예산이 정해지면 세부사업의 예산규모를 각부서에 배정
-> (각부서) 세부사업의 예산규모를 고려한 산출내역 작성
-> (총괄부서) 세부사업의 산출내역을 취합하여 ‘지출예산 각목명세서’ 작성(별첨1)
-> (총괄부서) 상위기관의 예산편성 기준 변동 시 산출내역의 단가 조정, 편성목 간 금액 조정하여 ‘지출예산 각목명세서’ 재작성
※ 최종목적 : ‘지출예산 각목명세서’의 작성, 단가변경 등 수정요인발생 시 수정반영
2) 기존 업무 방식
- 총괄부서에서 각부서에 배정예산을 통보한 후 ‘한글’양식으로 각 부서 산출내역서를 취합
- 총괄부서에서 ‘지출예산 각목명세서’ 작성
*단가기준 준수여부, 계산식 오류 여부, 세부사업 총액이 총예산과 같은지 여부를 확인
- 상위기관에서 예산편성기준(단가 등) 변경 시 위 업무 반복작업
3) 요청프로그램
(1) 각부서에서 사용할 예산편성(산출내역서 작성) 프로그램
- 총괄부서에서 ‘지출예산 각목명세서’ 의 관-항-세항-세세항-목-산출내역(단가포함) 가이드라인을 설정하면 각부서에서 산출내역서 작성
- 단가, 환율 등 변경시 산출내역에 일괄 적용 기능이 있어야함
- 변경 전후 비교를 통해 사업총액, 목예산에 변동이 있는가 여부를 확인할 수 있어야 함
- 원, 천원, 백만원 단위로 시현가능해야 함
- 한글 파일로 출력가능해야 함(별첨 양식)
EX) 기본연구사업비(Post2020) 산출내역서 작성(3페이지 참조)
- 총괄부서 : 프로그램에서 세항(과제명), 세세항(과제명), 목(사업인건비~외부용역비 및 부담금), 예산액(37,816 또는 미지정), 산출내역(편성목, 단가 지정) 설정
- 각부서 : 설정기준을 준수하여 작성하도록 강제 설정(일부 기준은 각부서 변경가능)
(2) 총괄부서에서 사용할 예산편성(산출내역서 작성) 취합 프로그램
- 각부서에서 제출한 산출내역서를 취합하여 최종적으로 ‘지출예산 각목명세서’를 만드는 프로그램
- ‘지출예산 각목명세서’는 최종적으로 별첨1과 같은 한글 양식으로 구현되어야 함
- 단가, 환율 등 변경시 모든 산출내역에 일괄 적용 기능이 있어야함
- 원, 천원, 백만원 단위로 시현가능해야 함
